Pick a country and rent the line
Match the number to the marketplace you are registering for where you can — a UK or German line for the European marketplaces, a US line for the American one. It is not a hard requirement, but it is one less thing that looks inconsistent to a reviewer.

Where the phone step sits
Seller registration verifies a phone number, and a line that has already been used for one seller account will be refused for a second. That is Amazon's rule, not a limitation of the line.
Whether one person may hold a second seller account is a matter of Amazon's policy, between you and Amazon. No advice on that is offered here and it is not a selling point. What is on offer is the number.
The number has to last
A seller account does not stop verifying after registration. Security checks in Seller Central, changing the deposit method, an account review, an appeal — all send a code to the number on file.
The store and its balance hang off that account, so the number's availability is not a registration-day question. Most code-receiving services sell a single code, which is the wrong shape here. What the number does not cover
Clear boundary: the lines here are real carrier numbers and they solve the SMS step. Amazon seller registration also wants a business registration or proof of identity, a bank account that can take deposits, and address verification — none of which is provided or arranged here. The number handles the code. The rest is between you and Amazon.

What happens if I stop renewing?
