What OpenAI checks
Two things, and they are separate. First, one account per number: a line that has already verified an OpenAI account will be refused for a second one. Two causes. The line has already verified another OpenAI account, or the form read it as VoIP. A carrier line that has never been used for OpenAI passes both checks; if yours has been used, move to another number.
The code never arrives
Check the number for an extra zero after the country code, wait the full two minutes, then request it once more from the order page. Repeated requests inside the first minute make the wait longer, not shorter.
The sign-up page will not load at all
That is a network problem and a number will not solve it. Do not order until the page opens for you.
